In a world defined by VUCA (Volatility, Uncertainty, Complexity, Ambiguity), this "static" approach is obsolete. This paper introduces a paradigm shift towards "Quantum Human Engineering." By synthesizing Nikola Tesla’s laws of vibration, Max Planck’s Matrix of Mind, and the breakthroughs of the 2024 and 2025 Nobel Prizes in Physics, we propose a novel methodology: The Unified Proactive Resonant Field (UPRF). We demonstrate how the CSPS (Consistent Sequential Peak Surpassing) protocol constructs a "Neural Superhighway," enabling LLEM (Lifelong Laser-Like Energy Mastery) and allowing human consciousness to shift from a passive "reactive" state to a "proactive" creator state.
